In recent years Alphametrics has become a major player in analysing the European e-learning market, carrying out original international surveys on the one hand and providing expert input to the European policy debate in this area on the other.


E-LEARNING POLICY ANALYSIS

The eLearning Industry and Market in Europe
working in a consortium headed by the Danish Technological Institute the aim of this project is assess the main developments and trends in the European e-Learning market since 1998 focusing on both current EU Member States, Accession countries, Norway, Iceland and Switzerland. It takes a critical look at studies already carried out in the area and will undertake its own survey of key market players in 2004. Project covers both education and training sectors and addresses use of ICT in the broad sense. The project - for DG Education & Culture - is due for completion by the autumn of 2004.

Developing a European E-learning Observation System (DELOS)
Preparing for the establishment of a sustainable observation system to accompany the e-Learning Action Plan. Project carried out as part of MENON network between January 2002 and June 2003. Alphametrics' main role in this project was helping to research and identify relevant indicators the European e-learning market and to use these in the design, construction and implementation of an initial version of a database for the system.


SURVEYS ON THE EUROPEAN E-LEARNING MARKET

The European E-learning Market 2002

After conducting the most extensive survey ever of the European e-learning market in 2001 - in collaboration with Cedefop's European Training Village - the same survey team of Jane Massy and Alphametrics has carried out an extended follow-up survey during 2002 which:

  • focuses on e-learning developments in the post-secondary and corporate sectors
  • distinguishes between elearning users and suppliers
  • examines plans for elearning adoption among non-users
  • assesses methods of training delivery for key subject areas
  • focuses on the technologies used in elearning supply/use
  • provides information on users' purchasing plans for content and learning management systems for 2001-03
  • estimates elearning expenditure and revenues over the period 2000-02

Whereas the original survey focused mainly on the countries of the European Union, this follow-up survey now includes coverage of developments in e-learning in the Accession countries - mainly in central & eastern Europe.

The final report analysing and detailing the results from this important survey is now available for purchase in hard copy and for download from Bizmedia.

What is elearning? Although a precise definition of elearning does not yet exist, for the purpose of our survey we adopted the following broad definition: eLearning is learning that is supported by information and communication technologies (ICT). eLearning is not limited to 'digital literacy' (the acquisition of ICT competencies). It may encompass multiple formats and hybrid methodologies: the use of software, Internet, Intranet, CD-ROM, on-line learning or any other electronic or interactive media.

Cedefop is the European Centre for the Development of Vocational Training whose name derives from the French acronym - Centre Européen pour le Développement de la Formation Professionnelle. It is based on Thessaloniki in Greece.
